“How do we make sure our region preserves its values as it continues to thrive?”

Client: City of Park City

Team Members: Charles Buki, Karen Beck Pooley, JoAnna Schull

Partners: The Planning Center

Services: Housing Analysis, Strategy Development, Report Creation, Visioning, Policy Recommendations

Between 2009 and 2013, czb guided Park City, Utah — a city of approximately 8,000 residents just east of Salt Lake City — through three different projects: community visioning work, recommendations for strengthening its Transfer Development Rights Bank, and the formulation of an affordable housing strategy.

Community Visioning: As part of Park City’s 10-year General Plan update, czb designed and implemented a community visioning and engagement process. Over the course of the project, czb coordinated and participated in community meetings, surveys, and design workshops along with city staff members and Park City residents. The final product was a community-supported decision-making tool that reflected the community’s core values.

Transfer Development Rights Bank: Along with project partner The Planning Center, czb analyzed land use and demographic trends in the Park City region and beyond, prepared possible regional development scenarios, and made recommendations to the city on how to strengthen its Transfer Development Rights Bank. As a result, the city now has a stronger, clearer roadmap for buying and selling development rights.

Project Outcomes

Park City continues to follow the values outlined in czb's Community Visioning process.

The city continues to move forward with its transfer of development rights overlay zone, which is designed to preserve Park City's most important assets and values.
