Comprehensive Plan Update

The City of Ashland is a community situated on the shores of Lake Superior in far-northern Wisconsin. In 2015, the city hired czb to develop an update to its Comprehensive Plan that would be concise and actionable and would help it remain attractive, sustainable, and viable into the future.

Assessment & analysis.

czb assessed more than 3,000 housing units and analyzed housing market data from a variety of sources as well as qualitative data from online surveys, focus groups, and small group meetings.

Community engagement.

czb worked with a 19-member steering committee to develop priorities, test land use hypotheses, and present draft concepts of the plan to the public.

Looking toward the future.

In all, members of the czb team, the plan steering committee, and the Ashland City Council held 28 different neighborhood-based meetings where neighbors met in living rooms and coffee shops to discuss the city’s current conditions and future goals.

Authentic Ashland

czb’s final report highlights high-level priorities and strategies, including priorities and goals for the downtown, neighborhoods, and waterfront.

Authentic Ashland challenges residents to focus limited resources on preserving the integrity of their traditional residential blocks, right-sizing their downtown, and developing a coherent strategy to connect downtown Ashland to the city’s lakefront.

The plan was adopted by Ashland’s Planning Commission and City Council in February 2017.
