Neighborhood Revitalization Plan

The City of Des Moines has had a Neighborhood Revitalization Planning Program since the early 1990s, following a report by the consulting firm Stockard and Engler. The firm returned to Des Moines in 2005 to evaluate the first 15 years of progress and recommend adjustments to the city’s revitalization programming. The core of those recommendations was that inclusiveness in planning matters. The firm found that it is imperative to engage residents in planning and that decisions about how public funds are invested in neighborhoods must be made following citizen engagement at the neighborhood level. 

By 2017, Des Moines decided it was time to evaluate progress it had made since 2005. czb arrived in Des Moines in summer 2017 to evaluate the city’s neighborhood planning and revitalization systems and to make recommendations for future changes. Our goal was not to evaluate past efforts on a project-by-project basis but to evaluate those efforts in the context of neighborhood and city market strength.

czb spoke with two dozen residents representing 12 neighborhoods who participated in neighborhood planning efforts between 2005 and 2017 to gauge what was working and not working with regard to the city’s revitalization programs.

Neighborhood Revitalization Planning Program Review

Our report for Des Moines provided a comprehensive look at market and sub-market trends, asked six critical questions facing the city, and provided a framework for answering them within the context of Polk County. Our mixed qualitative and quantitative analysis provided a solid foundation upon which we could evaluate the effectiveness of the city’s neighborhood revitalization work and propose a path forward.
