Between 2009 and 2013, czb guided Park City, Utah — a city of approximately 8,000 residents just east of Salt Lake City — through three different projects: community visioning work, the creation of an affordable housing strategy, and recommendations for strengthening its Transfer of Development Rights (TDR) Bank.

Community engagement.

czb designed and implemented a community visioning and engagement process. Over the course of the project, czb coordinated and participated in community meetings, surveys, and design workshops along with city staff members and Park City residents. The final product was a community-supported decision-making tool that reflected the community’s core values.

Good decision-making.

Along with project partner The Planning Center, czb analyzed land use and demographic trends in the Park City region and beyond, prepared possible regional development scenarios, and made recommendations to the city on how to strengthen its Transfer of Development Rights Bank.

New policies.

The city continues to move forward with its transfer of development rights overlay zone, which is designed to preserve Park City’s most important assets and values.

A sustained 30-year-long effort by the residents of Park City to make it one of the truly great places in North America has been overwhelmingly successful. Yet if the core challenge of the last three decades has been the work of making Park City into what it is today, the essence of tomorrow’s challenge is to retain the city’s identity.
